What you're watching for is a basin still holding several days after the rain stopped. Anything short of that timescale is doing what it was built to do.
Why a basin stops draining
The failure mode for this kind of infrastructure is well understood. A basin that holds water longer than intended has usually silted up, lost its infiltration, or has something in the outlet. That's a maintenance condition, not a design flaw, and the useful thing to report is what you saw and when, so somebody can go and unblock the right thing.
And it isn't yours to fix
Most people don't expect this one. A basin in the right-of-way sits on public land.
