The harborage on your side
Stored material, wall voids, the woodpile, pool equipment, the planter that hasn't been turned over in three years. Gloves and closed shoes, and never reach into a pile you can't see into. The same harborage holds bark scorpions, and near open ground it holds snakes. If something has sat undisturbed for months, don't move it by hand. The Strip Was Never the City's Job
Goodyear's engineering standards are explicit about what a developer owes after a project is finished. The landscape improvements it installs come with a one-year maintenance and warranty period from the City's notice of acceptance, and the duties for that year include watering, weeding, removal of dead material, spraying, and insect and pest control. At the end of it, the planted areas are meant to be live, healthy, and free of infestations. If they aren't, the period continues until they are.
Then the clock stops
That standard runs for exactly twelve months, and it applies to the areas the City will maintain afterward, which the manual names as retention basins, parks, and street center medians. The strip between your sidewalk and your curb is not one of those. The City's code article on property maintenance says so directly: it puts the landscaping in the right-of-way abutting a lot on the owner, including the ground between sidewalk and curb, and to the edge of the roadway where there's no curb. The listed duties there include pest control too, unless an agreement with the City says otherwise, or your association handles the frontage, which on plenty of Goodyear streets it does.
What actually happens in year six
Somebody trims it. Somebody replaces a dead shrub. Treatment is the part that gets skipped, because the warranted year ends on paper and nowhere else. There's no letter, no walk-through you attend, no moment where anybody tells you the year is over. So the ground closest to your front door stops being anyone's contractual problem, and unless an association picks it up, it stays that way for as long as you own the house.

On a property with long street frontage, usually. It gives you the count outside the wall and the count inside it on the same night, which is the comparison that decides where the money goes. Scorpions fluoresce under ultraviolet light, so an after-dark pass maps what's on the surface that night and the routes it travels. It runs at $125 per hour.
