Mosquito Control in Avondale — Which of Your Water Could Hold a Fish?
It is a strange question, and it sorts an Avondale property faster than anything else we ask. Maricopa County will hand you mosquitofish for a pond or a green pool and ask nothing of them, and, in the right container, they work. What they need is water that lasts: deep enough not to cook in July, permanent enough for a fish to live in. Nearly everything holding water on a normal lot fails that test, and it breeds anyway.

Two halves, and they answer different questions. Finding and removing the water is what stops more mosquitoes from being made on your lot. Reporting on the program describes an aquaculture and wetlands coordinator on staff, and the city raising carp, koi, and tilapia of its own and using the tilapia against surface algae.
Which is a real technique with a real threshold
What the arrangement demonstrates is the one condition any biological control needs: water permanent enough and large enough for a fish population to live in it from one year to the next. Nothing Avondale publishes connects any of that to mosquitoes; the city's fish are there for algae, and the step from one to the other is ours. The county applies the same principle to mosquitoes, at household scale Maricopa County supplies mosquitofish free to residents, and they are genuinely effective in the right container. A pond that holds through the summer, an ornamental water feature, a pool that has gone green and will not be drained for a while. Those are all fish problems, and the fish solve them for the trouble of a drive.
And here is where the technique ends
A fish needs standing water deep enough and permanent enough to live in. A mosquito does not. It needs a week and about a bottle-cap of water. So the plant saucer, the valve box with a slow leak in it, the wheelbarrow tilted the wrong way, the tarp with a dip in it, and the low corner that holds for eight days after a storm are all breeding sites that no fish will ever reach, and they are where the overwhelming majority of a residential mosquito population is actually produced.
So a property has two kinds of water on it
One kind is big enough and permanent enough to stock. The other is not. The first list is short and usually has an easy answer somebody else pays for. The second is long; it is what the walk is for, and most of it costs nothing to fix.

A pond, a water feature, a stock tank, a pool that has gone green and won't go away. These take about a minute each and the answer is often free: stock it, aerate it, or drain it properly. If stocking will solve it, we say so, and you keep your money.
Everything below the threshold
Saucers, a wheelbarrow, a sagging tarp, the toy nobody has emptied, the low corner that holds after rain. None of it can be stocked, all of it can breed, and it is the half of a property nobody has been treating as water at all. One note before you start on any of it yourself. Gloves and closed shoes, and never reach into a pile you can't see into. The same harborage holds bark scorpions, and near open ground it holds snakes. If something has sat undisturbed for months, don't move it by hand. For a snake, that's a call to a licensed wildlife removal service or to Arizona Game and Fish; a bite is a 911 call. For anything else, leave it for us.
The one that is permanent and still too small
A below-grade box with a weeping fitting in it is the whole argument in one object: dark, undisturbed, wet all season, and about the size of a shoebox. Genuinely permanent water that no fish will ever see. We take the lids off.

Maricopa County supplies them to residents free. Worth doing if you have permanent water that suits them, and worth knowing it is a container solution rather than a yard solution.
How much water does it actually take?
Less than people believe. A bottle-cap's worth held for about a week will do it, which is why the tedious pass around the small items outperforms almost anything else available.
If we do all this, will they stop coming into the yard?
Fewer will, and the ones that do will have come from somewhere else. Nothing stocked, sprayed, or cleared on your lot reaches an adult that hatched four streets away and flew in. What changes is what your own property produces and what shelters on it during the day, and on most lots that is enough to get the evenings back.
Our pool went green while we were away. Do we drain it or stock it?
Either, so long as you finish. A full pool with county fish in it is under control, and a properly drained dry pool is under control. What produces mosquitoes by the thousand is the version in between, holding a foot of water with the pump off, and that is usually somebody waiting on a contractor rather than somebody making a decision.
We've cleared everything we can find. Why hasn't it helped?
Two possibilities, needing different answers. Either something is still holding water where you have not looked, which is usually below grade under a lid, or your property is genuinely clear and what you have is arriving. Both are worth knowing, and only one of them is worth spending more money on.
